ST. ANDREW'S CRITERIA FOR STAFF, VESTRY OR MINISTRY LEADERSHIP

Leadership

All individuals who serve as a member of the staff, vestry or in a ministry leadership must be a Confirmed Communicant in Good Standing as defined by Section 9.2 of The Canons of The Episcopal Diocese of Texas.

Any felony conviction within the last ten calendar years will preclude service on staff, vestry or in a ministry program.

No individual may serve on staff, vestry or in a ministry program that has either a felony or misdemeanor conviction for an offense involving theft or fraud as defined by Chapters 31 and 32 of the Texas Penal Code.

No individual may serve on staff, vestry or in a ministry program that is under indictment or legal accusation (criminal information) for any felony offense, crime of moral turpitude, theft or any form of fraud as defined by Chapters 22, 25, and 43 of the Texas Penal Code.

No individual may serve on staff, vestry or in a ministry program that is required under Chapter 62 of the Texas Code of Criminal Procedure to register as a sex offender. In addition, no individual who has a member of their household who is required to register as a sex offender may serve on staff, vestry or in a ministry program. (Household is defined in the Texas Family Code section 71.005.)

No individual may serve on staff, vestry or in a ministry program that is currently on deferred adjudication probation for theft, a crime of moral turpitude, fraud or any offense requiring registration as a sex offender under Chapter 62 of the Texas Penal Code.

Once indicted or under legal accusation for any felony, crime of moral turpitude, theft, fraud or offense requiring sex offender registration, any member serving on vestry, staff or in a ministry program agrees to resign immediately. If said individual refuses to resign, the vestry will vote to remove said individual until acquittal or no longer under legal accusation. (Dismissal of the offense or finding of no probable cause ("no bill") will constitute the removal of a legal accusation.)

A vestry member may be reinstated to service if either acquitted or the legal accusation is removed before the next scheduled election.

A review of an individual's qualification to serve is at the discretion of the Rector and Senior Warden of the vestry.

Any failure to fully and truthfully disclose any pending criminal legal matter is grounds for immediate removal from service and/or disqualification from service.
